If you’ve ever told yourself, “I’ll deal with my health insurance in November,” you’re in good company — most Californians do exactly that. But heading into the next Open Enrollment Period, the “wait and see” approach carries more risk than it has in years. A few important federal changes are reshaping how — and when — individual and family plan (IFP) coverage gets renewed, and a little preparation this summer and fall can save you real stress later.
A Shorter Window Than You’re Used To
For years, Covered California’s Open Enrollment ran a comfortable three months, from November 1 through January 31. Beginning with the 2027 plan year, federal marketplace rules shorten Open Enrollment to a maximum of nine weeks, ending no later than December 31. Final dates are still being confirmed by Covered California — and some federal provisions remain subject to ongoing legal review — but the practical takeaway is simple: the window you’ve counted on may close weeks earlier than in past years. Enrolling by mid-December has always been the smart play for January 1 coverage. Now, it may be the only play.
Financial Help Has Changed
The enhanced federal premium tax credits that expanded financial help during the past several years expired at the end of 2025. Financial help through Covered California is still very much available — but it now follows the original Affordable Care Act structure. That brings back an important detail known as the “subsidy cliff”: households with income above 400% of the Federal Poverty Level generally no longer qualify for premium tax credits at all.
Here’s why that matters in real life. Consider a self-employed graphic designer in Burbank whose income swings from year to year. Under the old rules, a strong fourth quarter might have modestly reduced her financial help. Under the current rules, crossing the 400% threshold — even by a small amount — could mean losing her tax credit entirely and reconciling the difference at tax time. Beginning with the 2026 tax year, repayment of excess tax credits is no longer capped based on income, so an accurate income estimate matters more than ever.
Auto-Pilot Renewal Is Riskier Now
Another significant change: verification. Consumers now need to confirm they qualify for financial help before it is applied, and if you don’t confirm or update your information, you may not be automatically re-enrolled with financial help for the next plan year. In plain English: the “do nothing and let it renew” habit could leave you enrolled at full price in January. An hour of preparation in the fall protects your budget all year.
Your Pre-Enrollment Checklist
Here’s what we encourage clients to do before the enrollment window opens:
- Estimate next year’s income thoughtfully. Include all household earners, and revisit the estimate if your situation changes mid-year.
- Gather documents early. Recent pay stubs, tax returns, and records of household changes (marriage, a new baby, a dependent aging off a plan) speed everything up.
- Audit your current plan. Are your doctors still in network? Did your prescriptions change? Plan networks and formularies are updated annually.
- Consider new HSA opportunities. Bronze and minimum-coverage plans through Covered California now qualify as high-deductible health plans, which means you may be able to contribute to a Health Savings Account — a tax-advantaged way to set aside money for medical expenses.
Don’t Assume You Have to Wait
If your circumstances change before Open Enrollment — losing job-based coverage, moving, getting married, welcoming a child — you may qualify for a Special Enrollment Period and can enroll mid-year. Life doesn’t run on the marketplace calendar, and neither do your options.
